I'm really just shooting in the dark here, but here are a couple of other things I would try before I would give up and do a fresh reload. I can access the network with out a problem but if I try to use any tcp/ip aps like outlook express I get a tcp/ip errror message. Microsoft gave us an excellent OU and GPO model in subsequent SBS editions that utilized WMI filters, OU linking, and VBS scripts. There's nothing like a fresh reload, especially compared to a Win95 to Win98 upgrade. If any of these files are missing, remove Microsoft TCP/IP in the Network option in Control Panel, and then reinstall it.

Upon re-boot, windows saw it, reinstalled the drivers (only asked for the Win98 CD - already had the NIC driver file) and again rebooted.
